As the top appointed official in the city, the city manager is responsible for the day-to-day administrative operations of the municipality, in addition to other expectations.

Some of the basic roles, responsibilities, and powers of a city manager include: Supervision of day-to-day operations of all city departments and staff through department heads, oversight of all recruitment, dismissal, disciplining and suspensions, operating the city with a professional understanding of how all city functions operate together to their best effect, attends council meetings, but does not have any voting rights, and often serves as Incident Commander-Emergency Manager.

Additional duties may be assigned by the council.

The responsibilities may vary depending upon charter provisions and other local or state laws, rules, and regulations.

The Assistant City Manager provides assistance and support to the City Manager including analyzing, creating, and implementing operational policies and procedures, assists in preparing the budget, responds to and resolves staff and public inquiries, complaints, and issues, oversees lease and compliance issues, helps manage personnel, and oversees special projects as directed by the City Manager.

The City Clerk is the office upon which the City Council, all City departments, and the general public rely on for information regarding the operations and legislative history of the City. The Clerk is responsible for running elections, maintaining local legislation, the Public Records Act, the Political Reform Act, and the Brown Act (open meeting laws). Before and after Council takes action, the Clerk ensures actions are in compliance with all federal, state, and local statutes and regulations as well as ensuring that all actions are properly executed, recorded, and archived.

Executive Assistant

The Executive Assistant is responsible for assisting the Assistant City Manager with human resources, payroll, and personnel issues, is the Tax Administrator, handles cash receiving to include lease and utility payments and weekly deposits, issues new business licenses and renews existing licenses, oversees the City’s insurance policies for staff and the City’s property, and updates all City forms annually. The Executive Assistant also assists the City Clerk with her duties.
